How the line is gated and what each tier changes
Both tool lines are gated purely by cleaner level, and the gates land at 3, 6, 9, 13, 17 and 22. Nothing about cash, property tier or playtime changes what you are allowed to equip: if your cleaner level is below the gate, the tool is not available to you at any price except a Robux unlock pass. Each scrubber upgrade increases both cleaning speed and the area you can cover per swipe, so the win from a scrubber upgrade is fewer seconds per stain. Because each gate is a fixed level and each tier is a clean step in clear speed, you can plan purchases several gates ahead and know exactly what your money is buying.
Which scrubber to buy next, and when the scrubber beats the vacuum
Buy the next vacuum before the matching scrubber at every gate. Floors make up most of the cleanable area in the early houses, and the vacuum line clears them in long fast passes, so the time saved is larger per Robux or per level. The wall scrubber only becomes the priority once you start taking multi-room properties where long wall runs dominate your clear time. If you can only afford one tool at a gate, buy the vacuum and keep the old scrubber. The trap is buying both tools at every gate, which leaves you with no cash to move up a property tier and therefore no reason to own either upgrade. Nothing in the game lets you jump a tier without the level gate, but you can skip buying a tier; that works best in the middle of the ladder, where gates come quickly and each tier is a modest step.

Reading the tier labels carefully
Community tool tables do not agree on where the endgame begins. One leveling table labels the Industrial Vacuum and Crystall Scrubber as endgame and stops its highest listed milestone at level 17, while the upgrades ladder places the Crystall Scrubber at level 13 and reserves the level 22 Handheld Scrubber as the true top tier. A separate scrubbing guide calls the Industrial Scrubber the endgame tier and the Crystall Scrubber late game, which reverses the ladder's ordering of those two. Treat the tier labels as version-dependent and check the in-game shop screen, which is the authoritative place to confirm names, gates and what is currently equipable after an equipment update.
